Core Atlanta Concrete Services provides concrete, asphalt paving, milling, curb and gutter, ADA repairs, drainage and related site-work services for HOA communities, condominium associations, apartment communities and professional property managers throughout the Atlanta metro area.
Our HOA / Property Management Program combines professional crews, equipment, project coordination and transparent pricing options designed to help communities plan and control capital-improvement costs.
How the Program Saves Money
A Different Way to Buy Pavement & Concrete Work
Core Atlanta Concrete Services is offering a limited promotional program for qualifying HOA, community-association, property-management, and commercial projects.
Instead of automatically bundling every project component into one traditional turnkey price, Core can provide the professional labor, supervision, tools, and equipment while the property owner or association pays certain project costs separately.
This can reduce unnecessary material markups and give boards and property managers greater visibility into where project dollars are being spent.
The Core Savings Model
A Smarter Way to Stretch Your Community Improvement Budget
Traditional turnkey construction pricing can bundle labor, equipment, supervision, materials, trucking, disposal, and other project costs together with contractor markups applied throughout the project.
Core's HOA / Property Management Program separates selected project costs. Core provides professional labor, equipment, field coordination, and construction management while the association or property owner can pay designated materials, trucking, disposal, and other direct costs separately.
This structure can create significant project savings on qualifying work by reducing unnecessary layers of markup while providing greater visibility into where community funds are being spent.
Contractor purchases:
- Materials
- Trucking
- Disposal
- Equipment
- Labor
- Other project costs
Then applies: Overhead + markup across bundled costs
Core Provides:
- • Professional Labor
- • Equipment
- • Construction Management
- • Quality Control
- • Production Coordination
Owner / Association Can Pay Directly:
- Concrete
- Asphalt
- Trucking
- Truck Rentals
- Disposal
- Certain Permits / Fees
- Other agreed direct project costs
Keep More of Your Community's Budget in the Project.
Instead of automatically marking up every dollar spent on materials and trucking, Core's program is designed to give HOA boards and property managers greater control, transparency, and purchasing flexibility.

The Core HOA Model
Why Core's HOA / Property Management Model Can Reduce Project Costs
Traditional turnkey construction pricing often bundles labor, equipment, materials, trucking, disposal and other project expenses into one contractor price.
Core's HOA / Property Management Program can separate selected direct costs. The association or property owner may purchase designated materials, trucking, disposal or other project expenses directly while Core provides professional labor, equipment and construction management.
This structure can reduce unnecessary layers of markup on qualifying projects and gives boards and property managers greater visibility into project spending.
The Program Explained
What We Offer & Why It Works
A More Transparent Way to Buy Concrete, Asphalt, Milling & Site Work
Core Atlanta's HOA / Property Management Program separates professional labor, equipment, supervision, and coordination from selected direct project costs such as materials, trucking, disposal, and certain permit fees.
This gives HOA boards and property managers more visibility into project spending and can reduce unnecessary layers of markup on qualifying projects.
What Core Provides
Experienced concrete, asphalt, milling, curb, drainage, and site-work crews.
The production equipment needed for the selected scope.
Dedicated field coordination for qualifying large projects.
Daily field oversight, documentation, and production review.
Daily sheets, progress reporting, and photo documentation when appropriate.
Jobsite safety meetings and field safety coordination.
Utility-locate coordination and 811 calls when required.
Ordering and scheduling of concrete, asphalt, stone, base material, and other project materials.
Scheduling, sequencing, and quantity coordination for required trucks.
Assistance with permit setup and jurisdictional coordination when necessary.
Field observations and recommendations regarding grading, pitch, drainage, subgrade, and long-term construction performance.
Why the Model Works
Boards and property managers can see more clearly where project dollars are going.
Selected materials, trucking, disposal, and other direct costs can be paid separately instead of automatically being bundled into a traditional contractor price.
The association can better understand and manage major direct project expenses.
Core still coordinates crews, equipment, sequencing, deliveries, quality control, and production.
The structure helps decision-makers compare labor, equipment, materials, trucking, and project-management costs separately.
The model can be used for sidewalks, curb & gutter, asphalt paving, milling, ADA repairs, drainage, common-area improvements, and multi-phase property work.
Clear Responsibility Statement
Core coordinates the work. The property owner or association pays excluded direct costs when identified in the written proposal.
Examples may include:
Final responsibility is governed by the written proposal.
Keep More of Your Community's Budget in the Project.
By separating selected direct project costs from Core's labor, equipment, and management services, qualifying projects may avoid unnecessary layers of markup while maintaining professional field coordination.

Core provides professional labor, equipment and coordination while selected direct costs — materials, trucking, disposal and certain permit fees — can be paid separately by the owner or association, reducing bundled markup on qualifying projects.
Can our HOA purchase concrete or asphalt directly?
Yes. Under the program, the association or property owner may purchase designated materials directly while Core provides professional labor, equipment and coordination.
Does Core coordinate trucking?
Yes. Core can coordinate trucking scheduling, sequencing and quantities as part of project management. The trucking charges themselves are paid by the owner or association unless a written proposal states otherwise.
Who pays for trucking?

Core can assist with permit setup and jurisdictional coordination when necessary. Permit approval remains subject to the applicable authority having jurisdiction.
Who pays permit fees?
Permit, application, inspection, bond and jurisdictional fees are paid by the owner or association unless specifically included in a written proposal.
How are asphalt production days estimated?
The calculator estimates tons from square feet and lift thickness, then divides by a planning production rate (approximately 250 tons/day for typical 2-inch estimating) to produce a day range. Actual production depends on access, truck cycle times, weather and phasing.
What does milling accomplish?
Asphalt milling removes a controlled depth of existing pavement before resurfacing or reconstruction — used for deteriorated pavement, elevation correction, transitions, resurfacing preparation and drainage corrections.
How do you estimate concrete quantities?
Concrete sidewalk is estimated by square feet at $2.75/SF labor only; curb & gutter by linear foot at $11/LF. Concrete and project materials are paid separately by the owner or association.
When is construction management required?
For qualifying large projects — currently including square-foot-based projects over 15,000 SF — dedicated Core construction management and quality control is $500 per active project day.
Can Core handle phased community projects?
Yes. Core can phase work around residents, traffic and occupied properties to minimize disruption and keep the community accessible.
Can you work around residents and occupied properties?

Community Project Cost Estimator
HOA & Property Management Project Cost Calculator
How much does HOA concrete, asphalt or milling work cost in Atlanta?
Project costs depend on quantities, pavement depth, site access, materials, trucking, demolition, drainage, subgrade conditions and production requirements. Core's built-in project estimator provides an early planning range based on the information you enter.
Choose the type of work, enter the approximate quantities you know, and Core will calculate a preliminary planning range. The calculator is designed for early HOA budgeting and property-management planning — final quantities and site conditions are verified before a formal proposal.
Can an HOA estimate a project before scheduling a site visit?
Yes. The built-in Core HOA Project Cost Calculator provides preliminary planning estimates based on project size, service type and known project conditions.
Why We Provide a Range
Construction pricing can change based on field conditions that cannot always be confirmed online, including access, demolition, trucking, material quantities, pavement thickness, subgrade conditions, drainage, grading, traffic control, project phasing, weather, and other site-specific requirements.
Because of these variables, this calculator provides a preliminary project range rather than a guaranteed final quote.
